ANFR is the French administration in charge of radio frequency usages in France. ANFR is among the most active contributors to the CEPT (European Conference of Postal and Telecommunications Administrations) and the ITU-R (International Telecommunication Union), where it participates to spectrum engineering and international spectrum regulation efforts.

ICube is a multidisciplinary research institute (UMR 7357) in which the Network Research group is recognized for its expertise in wireless networking and experiment-driven research. The group now focuses on disruptive emerging approaches for SDN and network programmability in an IoT context. In addition, the group hosts one part of the SILECS/SLICES-FR Infrastructure de Recherche. This partner is the project leader.

IMT Atlantique is one of the most prestigious engineering schools in France, and member of IRISA (UMR 6074), represented by the OCIF research team. It has a strong expertise in IP(v6) networking. IMT Atlantique is defining (mainly at the IETF standardisation body) architecture, protocols, and algorithms for the Internet of Things, to make objects communicate whatever the employed technology (short range radio, long range radio, or PLC).

University of Rennes (UR), represented by the GRANIT team of IRISA (UMR 6074), has a very strong expertise in energy efficiency of wireless networks. The members of the team have conducted many pioneering works on SDR in both rapid prototyping, low power platforms and flexible hardware/software methodologies. It also hosts the EEWOK platform composed of large variety of sensors, software defined nodes and instrumentation.
